A city has an enormous potential for Optoppen.

Much of the city of Rotterdam was constructed post-Second World War and the majority of buildings have flat roofs. This creates enormous potential for Optoppen. Estimates suggest that more than 18km2 of flat roof space is available in the city.

Extensive data is available for the municipality of Rotterdam, including the number of roof tops, the areas of these, and building heights. A summary was provided by Rotterdam-based architect practice, MVRDV, from its Superworld Roofscape Study. The data was fed into the building opportunity tool, to calculate the opportunities for adding storeys onto the existing buildings.

The study found that up to 125,000 flats can be added in Rotterdam.
